The Helideck Operations Initial training is designed to give the initial knowledge, understanding and skills required to perform the role of Helicopter Landing Officer (HLO) and/or Helideck Assistant (HDA) with high level of safety and efficiency.
HLO is responsible for the day-to-day management of the helideck, associated helideck operations and supervision of the Helideck Assistants (HDAs). The HLO is responsible for leading the initial response to a helicopter emergency on an offshore fixed, mobile or floating installation
Any person designated as a Helicopter Landing Officer (HLO) and/or Helideck Assistant (HDA).
As a minimum, delegates must have completed Dangerous Goods by Air training course in accordance with Part 1, Chapter 1.4 of the ICAO Technical Instructions and sub section 1.5 of the IATA Dangerous Goods Regulations, Category 7, 8 or 9 or state aviation approved dangerous goods awareness training course.
Theoretical lessons together with practical exercises in a Helicopter simulator:
- Offshore Helideck regulations and guidelines
- Helicopter and Helideck Hazards and Management Systems
- HLO responsibilities during helicopter landing and departure
- Supervision of passengers and cargo handling
- HLO Normally Unattended Installations. HLO Responsibilities
- Supervision of HDA’s
- Helicopter refuelling awareness
Participants should demonstrate ability to understand and perform the basic responsibilities of a Helicopter Landing Officer (HLO)

I recently completed the OPITO Helideck Operations Initial Training (HOIT) for HLO and HDA, and the experience was absolutely top-notch. Coming straight off my Offshore Crane Operator Stage 3 assessment at Lerus Training Bulgaria just a few days prior, my expectations for offshore training standards were already set incredibly high. I am pleased to say this HOIT course fully matched that level of excellence.
The instructors brought a wealth of real-world experience to the table, making the theoretical safety protocols and regulations easy to digest. The practical exercises were highly realistic and well-structured, thoroughly covering the fast-paced demands of helideck operations.
